Title: „NEW APPROACH“ IN SOCIALISTIC CZECH: DO WE UNDERSTAND AFTER FOUR YEARS OF THIS CURISULAR REFORM?

Abstract: We describe and analyse the significant curricular reform that took place in socialist Czechoslovakia. We are presenting the chronology of reform since its conceptual beginnings in the 1960s after its revision in the 1980s. Reform documents are then compared with their predecessors and followers. The time course is compared with current and current reforms. There is still more than a decade old statement by Spilková (2005, p. 27) that we lack empirical research based on the analysis of the state of Czech education before 1989. This is also true of the circumstances of the establishment and implementation of curricular reform, which has been fundamentally affecting Czechoslovak education since 1976. The latest work on the development of Czech curricular (Dupý, 2014) does not go deeper in history. Valuable but necessarily limited insight brings memories of the memoirs to prepare and implement the reform (e.g. Silent, 2013; Zounek, Simán, & Knotova, 2017). We believe that a systematic historical and curricular analysis of the reform known as the „new concept“ can be beneficial for both theory and practice: It can contribute to the knowledge of the processes of „loans“ in the educational field (Steiner-Khamsi, 2012). As a result of the great dependence of education systems on the previous path, knowledge of the past is also a prerequisite for current reform efforts. Unlike many other areas where empirical evidence of the reality of a socialist school is not available, curricular constructs can be subjected to different types of analysis. Our study is based on secondary sources to describe the context of the reform movement in the world, using primary sources (curriculum, textbooks and manuals, period professional and mass printing) for analysis of the period curriculum. On this basis, we describe both the different stages of the reform from preparation to implementation and revision, as well as the actual structure and content of the relevant documents. The „new concept“ shared many features of curricular reforms that took place in Western countries a decade earlier. However, its implementation reflected the specific conditions of the Communist country’s differential system. The more interesting thing is thatin addition to the expected differenceswe also find problems and weaknesses very similar to the last major Czech reform. We interpret this knowledge in the framework of current comparative policy discussions on the processes of transferring innovation between different education systems.
